这是固定的搭配,在...范围之内
within easy reach
方便的地方,手头（放一本字典）

within reach是一个词组、固定搭配。伸手可及的，在附近

主要是根据语境，随身携带或随手就能拿到的以便学习

最后面一部分的主语应该是a notebook and a Chinese-English dictionary ，within 就是说。。。在。。。之内，就是说伸手就可以拿到的。而to 就得用to be easy reached 结构来构成被动语态。
